Horse and Cattle Associations Team Up to Provide Livestock Neglect Investigation Training 

Lexington, KY, July 17, 2009 – Continuing education for animal control and law enforcement officials in the investigation of cruelty to livestock is now available in Kentucky. The Kentucky Horse Council (KHC) partnered with the Kentucky Cattlemen’s Association (KCA) to develop a three day training for investigators which includes education on identifying neglect in horses and other equines, cattle, sheep, goats, and swine.

The hands-on course is a continuation of the Level I Equine Abuse Investigation Training taught regularly by KHC throughout the state. Prior Level I course attendees working in law enforcement and animal control may apply for admission to the Level II Livestock Neglect course.

“Educating those responsible for investigating livestock neglect improves the condition of horses and all livestock throughout the Commonwealth. Those who work in the industry and care for livestock on a daily basis, whether it be horses, cattle or otherwise, are best qualified to set standards and educate animal control officers and law enforcement officials,” stated Madelyn Millard KHC Board President. 

Attendees will learn how to handle, restrain, and transport a variety of livestock species through classroom and interactive sessions over the course of three days. In addition they will learn how to body condition score, recognize and treat common ailments, recognize appropriate livestock housing and handling facilities, strategies for managing confiscated horses, and how to apply constitutional law to animals.

“With the urbanization of Kentucky we regularly see a decreased understanding of livestock production. It is our hope that through this and other courses we can increase the understanding of the nature and behavior of livestock so that when an incident occurs it can be managed effectively and with the best possible outcome for all involved,” remarked Dave Maples, Executive Director of the Kentucky Cattlemen’s Association.

Conducted in partnership with Morehead State University (MSU), the course will be held at the Derrickson Agriculture Complex at the MSU Farm August 12 – 14, 2009. Guest instruction will be provided by an attorney specializing in equine law, an expert in Kentucky animal abuse statutes and faculty from MSU including Dr. Tammy Platt, Dr. Phil Prater, Dr. Troy Wistuba, and Dr. Judy Willard.
