Breeders Incentive Fund

In 2007, Kentucky established the Kentucky Breeders Incentive Fund.  This program is funded through the sales taxes levied on stud fees, and its intent is to encourage the breeding of horses in Kentucky, both racing and non-racing types. 80 percent of the money collected goes to the Thoroughbreds, 13 percent goes to Standardbreds, and seven percent to all the other non-race breeds.
 
In 2006, $15 million was collected into the whole program. In 2007, $19 million was collected.  In 2008, more than $18.7 million was collected.  Note that monies are collected within the fiscal year of the Commonwealth of Kentucky, which runs from July1 to June 30.  Therefore 2008 funds are those collected from July 1, 2007 through June 30, 2008.
 
The racing industry has developed a program which allocates the monies to various purse initiatives.  The non-race breeds have developed individual allocation programs which vary from breed to breed, but primarily are based on success in the show ring. 
 
Currently eleven non-race breeds have been approved for Breeders Incentive Funds.  These programs are re-submitted every three years, at which time a breed may change their program and additional breeds may apply.  The primary consideration for programs is that the horses which are used as a basis for distributing awards have been bred and born in Kentucky.
 
This program is administered by the Kentucky Horse Racing Authority (both the race and non-race funds).
