The Kentucky Horse Council is committed to promoting the health and welfare of horses throughout the Commonwealth.
KHC supports the health and welfare of horses through education, information resources, financial support and communications. This education and information is available to horse owners, those interested in horse welfare, Animal Control Officers, Peace Officers, and Emergency Personnel.
The education and information is provided both in an online format as well as classroom and hands-on training. Below is a list of KHC health and welfare programs. Funding for many of these programs comes through the SoHo (Save Our Horses) donation plan. SoHo funds are earmarked for KHC's welfare programs and are tax-deductible donations.

Health & Welfare Programs: Education
Livestock Investigation Training
The Kentucky Horse Council provides Livestock Investigation Training in partnership with the Kentucky Cattlemen's Association. The training is offered to Animal Control Officers, Sheriffs, and other Kentucky law enforcement officials and prosecutors throughout the Commonwealth. A Level I class is offered once per year, and a Level II class is conducted once yearly if needed.
Both three day courses are approved as Continuing Education for Peace Officers by the Kentucky Department of Criminal Justice Training.
Courses include extensive hands-on livestock activities. Whenever possible the courses are offered at a Kentucky College or University with an equine and livestock production program. Faculty from the institution frequently instruct investigators on their area of expertise.

Save Our Horses (SoHo): KHC's Welfare Fund
The KY Horse Council recognizes that not all horses in Kentucky are blessed with adequate food, shelter and veterinary care. As a part of the KHC mission to care for the welfare of the horse, the SOHO (Save Our Horses) fund was established to allow horse owners and enthusiasts to contribute to helping these horses.
